I used to have old wood floor that was painted with gloss brown paint when it would get dull i would go over it with polyurethane it would be glossey again for a couple more years i would think it would be the same for your vinyl.

It s proven itself over the years and holds up great to the elements.
Those are a spray sealer like polyurethane polyacrylic spray dishwasher safe mod podge or an epoxy.
It s so easy relatively affordable and they last a long long time.
If you have a wall decal matte finish and not super strong adhesive use a very light coat of polyurethane.
With a tray like this with vinyl on it i would definitely recommend doing an epoxy resin.
